Perm Certificate 25000

Nearly three months ago, RUSA Permanent Certificate #25000 was issued.
Curious, I was, to learn who / where / when the certificate was issued.
Not having access to the RUSA database, and not having any HTML skills,
I had to "roll up my sleeves" and dig a little to find the answers.
It wasn't hard and didn't take very long.

By chance, I happen to know the lucky certificate holder.

Andy isn't as well known in RUSA as some of the earlier "landmark certificate" recipients, but:
  • He created the Perm-Search-Map (I recently tested a new beta for that, and it will likely be much less susceptible to Google changing things behind the scenes on Google-Maps). 
  • He has a blog mostly about randonneuring, sagittandy
  • And you may be familiar with his other blog, RUSA Blogs
